The Minister of Higher Education and Scientific Research said, “In the very beginning of next September studying master and PhD will be opened at the public universities of Kurdistan Region.” He also said that parallel system will be performed. The speech of Dr. Yusuf Goran, the Ministry of Higher Education and Scientific Research came up at a weekly meeting of the ministry which was held Feb 16th at the ministry bureau.
In the beginning of the meeting, Dr. Yusuf Goran, pointed to the duties and tasks of the committee of increasing revenue and decreasing expense at the higher education’s bureaus in Kurdistan Region and said, “With our pleasure, the process of preparing the report is in its final and at Ministries’ Council was also talked about. It was chosen one of the best reports among the ministries’ reports. According to our ministry’s evaluation, it can get its own budget and help government’s out, as well. He counted it as a benefit to make the universities more independent till they can count on themselves. In another part of his speech, the Minister of Higher Education and Scientific Research emphasized to have more opportunities for the ones who seek for studying higher education in Kurdistan Region to obstacle on the way of taking Kurdistan’s income away out. In reverse, we want to make the foreign students to study at our universities and this leads to restore the Kurdistan’s infrastructure. In the meeting, Dr.Yusuf Goran said, “For the sake of facilitating education seekers and students on the way of their studies, we have decided to open master and PhD at public universities for the year of 2016-2017. He explained that the study is performed in the base of parallel system. At the same time, the system will be for the MHESR’s employees and the other ministries. The minister gave the instruction to MHESR’s advisors and general directors to review the conditions and instructions of applying and they will be issued after the approval of the ministry’s council. Hereafter, he demanded the master and PhD researcher and education seekers to prepare themselves to that purpose in terms of learning English language especially.
